I see your point. I think it is a matter of degrees. There are always degrees of intelligence, and we need the general Nigerian population to have some level of intelligence (understood here as a capacity to recognize value). But in any age (even in the age of Shakespeare) there have only been only a considerable amount of people who have the kind of intelligence I am speaking of, and we only need a considerable amount. In 500 years, many people have read Shakespeare, but how many understand Shakespeare at the level at which Shakespeare worked? Not many. But we need the few to carry on the work. Others will catch on.
And, as I hope is obvious, by an ‘intelligent public,’ I am not speaking of a police. In fact, the kind of intelligence that I am speaking of does not care to make people do what it bids. It calls them to understand. A few good example of the kind of people I have in mind: Thomas Sowell, Milton Friedman, Abraham Lincoln. That kind of intelligent public, by recognizing and rightly estimating value, and by working at a level of serious value, invites others to do the same. It calls to their intelligence.
